Win2K IE6 Installation Problem 07 November 2007 21:59

I'm trying to update a fresh install of Win2K Pro using Offline
Update 4.1.  SP4 installed fine but IE6 won't. When I try to do IE6
by itself, it wants to go out to the internet to download more files.
 Is there something turned off or is it really missing files?
