Yes. Please use the link "Download in other formats: Zip Archive" at
the bottom of
https://www.heise.de/ct/projekte/machmit/offlineupdate/browser/trunk.
Unpack the received archive into a clean directory of your choice and
execute PrepareReleaseTree.cmd <TargetPath> afterwards, where
<TargetPath> may but need not be your existing 'installation' path of
c't offline update.
Note that the subversion trunk may contain bugs.
