c't offline update references Microsoft's update catalog file
wsusscn2.cab, like MBSA does. The high prio updates you mentioned are
not listed in the catalog, that's why offline update misses them by
default, but they are neither critical nor security relevant. If you
like to have them installed, you may define them statically.
